My car is fitted with nee naws due to my occupation so I know that the bulbs on the full beam are working thanks to the headlight flasher, that continues to work, which provides it's own 12v supply and uses the existing ground wire that's already in place. Disconnecting the headlight flasher makes no difference so I know 1) Start with the heating elements. There would normally be two contact terminals hidden under the plastic side trims of the rear window's inside, and one of the wires coming from these would go to the relay you hear giving a click, while the other would most likely go to a ground point. Second, the steering wheel control problems may well be unrelated to anything other than those controls themselves - they have been known to 'go bad', especially on older/higher miles cars due to crud from spills, crud from just poor housekeeping Ford Mondeo - Ford Mondeo Radio 6000CD - Power but not working - Galaxy It might be worth pulling the radio out from the dashboard, pulling all the connectors out and then pushing them back in.
