It's listed as a reward for finishing the 'A New Friend' achievement, but yeah it doesn't even show up on the mount preview panel. The skin is from a collection called a new look I got it from the trainer after finishing the skyscale unlock she sent a mail about rifts after speaking with her the collection unlocks.
Ok nevermind I guess I am dumb. You don't have to close the rifts but the game will tell you 28 times you need the mastery to close them.
I also get queasy if my camera's not zoomed out quite a bit. That combination makes it very hard to avoid seeing skyscale wings in motion, though I do my best to move aside and rotate my camera. I don't blame people who don't have nausea issues for wanting to hover on their skyscale.

I love the idea of raising my own mount and parts of this are fun. But two back to back "Easter Egg Hunts" really kicks it off wrong. The parts where you actually interact with your skyscale are what we need more of. Less of the "get to this point and click on this item." "Good, now do it 20 times to earn the opportunity to do it again 20 more
